Small but located in an area where there is no pharmacy within a few km

I went to the pharmacy for a swab and at the checkout I was told that for those who had an exemption, as in my case, swabs could not be done. Now I ask myself, can an exempt person not get sick with COVID precisely because they are exempt or is it only and exclusively a question of money since the exempt person does not pay for the swab test? I ask the authorities to intervene in this regard because the aforementioned pharmacy has not fulfilled an imposed duty, i.e. to swab without exclusions. Thank you
